The hearing focused on an initial assessment of the EU's Citizens, Equality, Rights & Values (CERV) Programme. It particularly looked at how this programme has been able to finance civil society across the EU, including at grassroots level.
The hearing also covered national obstacles for NGOs' access to funding, including registration requirements and fiscal restrictions.
The European Parliament’s Committee on Civil Liberties, Justice and Home Affairs (LIBE) and Democracy, Rule of Law, and Fundamental Rights Monitoring Group (DRFMG) organised the hearing. It took place on 21 October in Brussels.
