    There are no truly safe spaces for women. At home, at work, in public or online, 1 in 3 women and girls have experienced some form of gender-based violence. This ranges from hate, harassment, abuse, to physical and sexual violence. Women are being silenced and harmed - online and offline - every day, as the EU gender-based survey findings show. But we have the tools to fight it. By preventing violence before it starts, by strengthen legal protection, by funding support services for victims and by training police and healthcare professionals.

    This report highlights the discrimination, harassment, violence, and non-consensual medical interventions faced by intersex people across 30 European countries, based on responses from nearly 2,000 participants in FRA's 2023 EU LGBTIQ Survey III. It reveals that many intersex individuals also identify as trans, non-binary, gender-diverse and have varied sexual orientations, which further compounds their experiences of discrimination. The report aims to support the development of laws and policies that promote the inclusion and dignity of intersex people.

    This report presents key results of the EU gender-based violence survey based on data from all 27 Member States. The report focuses on the overall prevalence of physical violence or threats and/or sexual violence by any perpetrator, violence perpetrated by women’s intimate partners and by other people (non-partners) and women’s experiences of sexual harassment at work.

    FRA’s third LGBTIQ survey shows that people still experience hate-motivated violence and discrimination. Trans and intersex people face even greater victimisation. Yet, signs of progress show that the EU’s and Member States’ efforts can positively affect people’s lives. More LGBTIQ people are open about their sexual orientation, gender identity, gender expression and sex characteristics.

    This FRA survey is the first of its kind on violence against women across the 28 Member States of the European Union (EU). It is based on interviews with 42,000 women across the EU, who were asked about their experiences of physical, sexual and psychological violence, including incidents of intimate partner violence (‘domestic violence’).

Lebensjahr körperliche und/oder sexuelle Gewalt erfahren, einer von fünf Frauen wurde nachgestellt („gestalkt“), und jede zweite Frau war mit einer oder mehreren Formen der sexuellen Belästigung konfrontiert, um nur einige Beispiele zu nennen.

Die Krise, der die EU seit 2007 gegenübersteht, ist nicht nur finanzieller Natur. Sie wirkt sich auch auf die demokratische Legitimität und die Rechtsstaatlichkeit und damit auf die Achtung der Grundrechte aus. Der Themenschwerpunkt des dies jährigen Jahresberichts lautet daher „Die Europäische Wertegemeinschaft: Der Schutz der Grundrechte in Krisenzeiten“. Damit wird an den letztjährigen Themenschwerpunkt, die Grundrechtelandschaft in der EU, angeknüpft.

    Da kaum vergleichbare Daten über die Wahrung, den Schutz und die Verwirklichung der Grundrechte von Lesben, Schwulen, Bisexuellen und Transgender-Personen (LGBT) verfügbar waren, ließ die Agentur der Europäischen Union für Grundrechte (FRA) eine EU-weite Online-Erhebung über die Erfahrungen von LGBT-Personen mit Diskriminierung, Gewalt und Belästigungen durchführen.

    Im Jahr 2010 ersuchte die Europäische Kommission die Agentur der Europäischen Union für Grundrechte (FRA), vergleichbare Daten zu den Erfahrungen von LGBT-Personen mit Diskriminierung und Hassverbrechen in allen EU-Mitgliedstaaten und Kroatien zu erheben. Daraufhin startete die FRA im Jahr 2012 eine EU-weite LGBT Online-Umfrage, bei der 93 079 Antworten eingingen.

    This technical report sheds light on the research process that lies behind the key findings of
    the EU LGBT survey.
    This major online survey, carried out in 2012, collected information from more than 93,000 LGBT people in the EU on their experiences of discrimination, violence, verbal abuse or hate speech on the grounds of their sexual orientation or gender identity. The data explorer also allows the filtering of responses by age, sexual orientation and country of residence.

    Certain people are seen as particularly vulnerable to unequal treatment, because they share a combination of characteristics that may trigger discrimination. A Roma woman sterilised without her informed consent, for example, has suffered discrimination not just because of her sex, as all women do not face this treatment, nor just because she is Roma, as Roma men may not face this treatment. The discriminatory treatment is based specifically on the intersection of her sex and ethnic origin.
