In 2008 FRA, in close cooperation with the European Broadcasting Union and the EU Social Fund, developed a “Diversity Toolkit for factual programmes in public service television”. In 2016, media organizations and news outlets requested a new updated version that will take into account the conditions in which contemporary media work and the pressures that editors and journalists face nowadays.
The content of the Media Toolkit is being provided by media partner organizations and journalists, who have chosen the news examples and scenarios that best represent their daily dilemmas when covering human stories. This group of media professionals has analysed the news examples published or broadcasted, and via questions and check lists, demonstrate how to cover them from a fundamental rights angle.
In this context, the Agency requires the services of an instructional designer or designers with e-learning expertise to create relevant instructional experiences which make the acquisition of knowledge and skills by the different target audiences (i.e. different types of journalists, editors-in-chief, media students) more efficient, effective, and appealing.
Main tasks of the selected candidate:
1. To produce an online learning object which meets the needs of the target audience and learning objectives defined by FRA and which will be embedded into a e-Learning Management System.
The online learning object will be based on the content provided by the FRA, ie. news examples and analysis in different media genres, and different training modules that include a curriculum that identifies learning objectives.
2. This online learning object or “Pilot Media Toolkit” should be produced in an e-learning management system proposed by the contractor and agreed to by FRA, WCAG AA compliant and open source. The contractor will need to provide a list of different learning management systems, providing advantages and disadvantages of each based on the proposed learning object that the contractor will design, develop and implement.
Technical and professional capacity
Candidates will be required to prove that they possess the minimum technical and professional capacity to perform the contract.

Participation in this negotiated procedure for a low value contract is open to natural and legal persons falling within the scope of the EU Treaties (this includes all economic operators established in the European Union) and to all natural and legal persons in a third country which has a special agreement with the Union in the field of public procurement on the conditions laid down in that agreement. The FRA is not part of the Agreement on Government Procurement (GPA) concluded within the World Trade Organisation. Therefore, FRA’s procurement procedures are not open to tenderers from GPA countries.
