Violence against women II: filling the data gap

FRA, together with the European Institute for Gender Equality (EIGE), will carry out a survey in eight EU Member States to interview women concerning their experiences of violence. The survey will collect data on experiences of physical, sexual and psychological violence, sexual harassment and stalking, as well as violence experienced during childhood. The survey also captures elements of online abuse.

What?

FRA, together with the European Institute for Gender Equality (EIGE), will carry out a survey in eight EU Member States to interview women concerning their experiences of violence. The survey will collect data on experiences of physical, sexual and psychological violence, sexual harassment and stalking, as well as violence experienced during childhood. The survey also captures elements of online abuse.

Why?

FRA’s 2012 survey on violence against women demonstrated the need for comprehensive, survey data on women’s experiences of violence, as reiterated at the EU level – for example, in the Gender Equality Strategy 2020-2025 – and in the Council of Europe’s Istanbul Convention. In response to these and other data needs, Eurostat developed a new European survey on gender-based violence against women (EU-GBV survey). Since some EU Member States are not implementing the EU-GBV survey, the FRA-EIGE survey will collect data in those eight countries that are not taking part - using the EU-GBV survey methodology - to ensure the availability of up-to-date data on violence against women across the EU.

How?

The survey will interview a representative sample of women in the population. The results will inform measures in the EU and the Member States to support victims and prevent violence. The interviews will ask questions on experiences of physical, sexual and psychological violence, sexual harassment, stalking and violence experienced in childhood. The questions will cover incidents that have taken place in person as well as cyber incidents, including data on perpetrators - which can include a current or former partner or others.

FRA and EIGE will guide the work of a survey contractor that will be selected through an open call for tenders to collect the data in eight countries. The survey will apply the EU-GBV survey methodology and core aspects of the questionnaire developed by Eurostat, to ensure comparability of results across countries.
