EU law training for inspectors to protect non-EU workers from exploitation

Labour exploitation and abuse is all too common for many migrant workers in the EU. A new training manual from the EU Agency for Fundamental Rights (FRA) provides workplace inspectors with tips, examples and exercises to better protect migrant workers’ rights.

The manual is a useful resource for workplace inspection staff and their trainers. It equips them to enforce the protective standards in EU law safeguarding third-country workers, including seasonal and migrant workers, against exploitation.

It provides a general overview of the EU legal framework and explains the EU legal safeguards protecting non-EU workers’ rights. It also sets out how best to communicate with migrant workers during inspections to gain their trust and deal with victims of exploitation.

The five main areas covered by the training are:

  1. providing information;
  2. supporting access to justice and facilitating complaints;
  3. identifying labour exploitation;
  4. right to backpay and compensation;
  5. right to adequate housing and the right to change employer.

Each section contains learning objectives, key takeaways and further reading.

There is also information on how some EU countries interpret EU law at the national level as well as real-life promising practices that some countries are using.
