Negotiated procedure for the middle value contract: Provision of mobile phone connectivity services

The scope of the services to be covered by the contract between the Agency and the successful candidate encompasses all aspects of mobile phone connectivity services. As a minimum the following services are required to be carried out by the candidate:
- Mobile voice services for national and international calls including roaming-in and roaming-out services.
- Mobile data service as a minimum 4G data connection allowing the use of data connectivity on the smartphones.
- Management portal allowing the activation and deactivation of SIM cards and management / adaptation of services per SIM card.
- Provision of SIM cards allowing the Agency to activate based on needs.
- Access to statistics reports based on the use of SIM cards.
Selection criteria:
Candidates will be required to provide evidence that they possess the minimum capacity to perform the contract:
- Evidence of economic and financial capacity
Candidates must have the necessary economic and financial capacity to perform this contract until its end. In order to prove their capacity, candidates must prove an average yearly turnover of the last two financial years above EUR 24,000.00.
- Evidence of professional capacity
Candidates will be required to prove that they have the necessary professional capacity:- Candidates will be required to prove at least 2 similar (in scope and complexity) projects completed in the last three years preceding the tender submission deadline.
No documents proving the fulfilment of these criteria are requested at this stage.
Participation in this negotiated procedure for a middle value contract is open to natural and legal persons falling within the scope of the EU Treaties (this includes all economic operators established in the European Union), and to all natural and legal persons established in a third country which has a special agreement with the Union in the field of public procurement on the conditions laid down in that agreement. FRA is not part of the Agreement on Government Procurement (GPA) concluded within the World Trade Organisation. Therefore, the procurement procedure is not open to candidates from GPA countries.
