Negotiated procedure
The EU Agency for Fundamental Rights (thereafter "Contracting Authority") intends to launch a negotiated procedure for the provision of photographic services to the contracting authority.

The purpose of the negotiated procedure is to award a maximum of three (3) framework contracts, in cascading and descending order, for the provision of photographic services and related services to the contracting authority, provided that there is a sufficient number of economic operators that satisfy the selection criteria or a sufficient number of admissible tenders which meet the award criteria. The Framework Contract(s) will have an initial duration of one (1) year as from the date of signature, and may be renewed up to three times, for an additional period of one year (1) each.

The volume of the contract for the whole period of validity of the contract is estimated at EUR 60,000 excluding VAT.

Technical and professional capacity

Tenderers must be able to meet the following minimum criteria:

  • Registration as a photographer
  • A minimum of 5 years’ experience as photographer
  • Good knowledge of image manipulation software e.g. Photoshop for photo processing
  • Good knowledge of English (level B2 based on Common European Framework of Reference (CEF))

No documents proving the fulfillment of these criteria are requested at this stage.

Participation in this negotiated procedure for a middle value contract is open to natural and legal persons falling within the scope of the EU Treaties (this includes all economic operators established in the European Union) and to all natural and legal persons in a third country which has a special agreement with the Union in the field of public procurement on the conditions laid down in that agreement. FRA is not part of the Agreement on Government Procurement (GPA) concluded within the World Trade Organisation. Therefore, the procurement procedure is not open to candidates from GPA countries.
