The objective of this contract is to provide FRA with a Handbook on European law relating to access to justice – updated version, based on relevant law of the European Union (EU) and the Council of Europe (CoE), in particular the relevant case law of the Court of Justice of the European Union (CJEU) and European Court of Human Rights (ECtHR). Relevant standards from other CoE bodies and the United Nations (UN) should also be included. Finally, pertinent national case law should be identified and included.
The handbook will highlight and summarise in a practical and didactical way fundamental rights standards (from the Charter of Fundamental Rights of the EU (the EU Charter) and the European Convention on Human Rights (ECHR)) relating to the access to justice, in civil and criminal matters as well as administrative disputes and international and European cooperation in criminal matters, during all phases of administration of justice.
The required service consists of the development of a draft handbook in English of approximately 80,000 words, following the style and structure of other FRA/CoE Handbooks:
Candidates shall propose at least two (2) experts meeting the minimum criteria below.
Expert 1 – Project Manager
Expert 2 – Team member
No documents proving the fulfilment of these criteria are requested at this stage.
Participation in this negotiated procedure for a low value contract is open to natural and legal persons falling within the scope of the EU Treaties (this includes all economic operators established in the European Union) and to all natural and legal persons established in a third country which has a special agreement with the Union in the field of public procurement on the conditions laid down in that agreement. FRA is not part of the Agreement on Government Procurement (GPA) concluded within the World Trade Organisation. Therefore, the procurement procedure is not open to candidates from GPA countries.
