The EU Pact on Migration and Asylum enters into application on 12 June, requiring each member state to establish an independent fundamental rights monitoring mechanism (IMM) at its external borders. These IMMs are a key tool for safeguarding fundamental rights during screening and asylum border procedures, and their effectiveness depends on operating independently.
The European Union (EU) Agency for Fundamental Rights (FRA), the Council of Europe (CoE) and the European Court of Human Rights (ECtHR) have published handbooks on various fields of European law since 2011. A new edition of the FRA-ECtHR Handbook on European law relating to asylum, borders and immigration is now available.
On 19 May, FRA joined the FEANTSA Forum in Warsaw. Based on its expertise in surveying hard-to-reach and hard-to-survey populations,
FRA attended the EEA/Norway Grants in Romania kick off meeting for financial mechanism 2021-2028 from 12 to 13 May. The Romanian National Focal Point (NFP) organised the meeting.

It provides an overview of activities between the two organisations, as well as how FRA and the Council of Europe support each other’s work in strengthening fundamental rights and the rule of law across the EU.
FRA contributed to a panel at the ‘Sandbox Conference: Protecting European Civic Space in the Digital Age’. The conference brought together human rights defenders, journalists, activists, legal experts, and digital security specialists.
FRA intervened during the EU–Western Balkans Civil Society Conference: Trust and Partnership at the Heart of EU Enlargement, on 29 May in Vienna. The event was organised by the European Economic and Social Committee jointly with the Cyprus Presidency of the EU, the European Commission and the Open Society Foundation.
The European Guardianship Network met in Utrecht 28 and 29 May to discuss the challenges and implementation of the EU’s Pact on Migration and Asylum in the area of guardianship for unaccompanied children.
On 2 June, FRA in partnership with Slovenian partners, held a meeting on preventing violence against people with disabilities in institutions. The partners included Slovenia’s Social Protection Institute, the Centre for Deinstitutionalisation, the Museum of Madness, the Advocacy Centre and the Slovenian Ombudswoman.
From 2 to 3 June, FRA joined the Plenary Meeting of the Steering Committee (CDENF) that oversees the implementation of the Council of Europe’s Child Rights Strategy. FRA provided input to draft Recommendations and Guidelines in the areas of child participation, child-friendly justice, and integrated services for children.
