The European Union Agency for Fundamental Rights (“FRA” or “the Agency”) is looking to conclude a contract for the provision of an interactive, experiential compulsory training to all its staff on the phenomenon of unconscious bias, on how it can affect mutual assessments and decision making, specifically with regard to the internal working processes and intra-relationships among staff in the Agency with a view on how best to address it.

FRA is driven by its fundamental rights vision as it strives to end all forms of discrimination. FRA’s focus is to create an awareness of subtle forms of discrimination and take steps to address them. It is the Agency’s objective to consolidate its core values through fostering a more inclusive and open work environment where differences are acknowledged and respected.

Technical and professional capacity

The proposed trainer must be able to meet the following minimum educational and professional qualifications:

  • Completed university studies of at least three (3) years (Bachelor degree)
  • A minimum of three (3) years of professional experience on the topic of unconscious bias
  • A minimum of two (2) years of experience delivering similar trainings to multi-cultural public or private organisations
  • Excellent knowledge of English at C1 level according to the Common European Framework of Reference (CEF)

No documents proving the fulfilment of these criteria are requested at this stage.

Participation in this negotiated procedure for a low value contract is open to natural and legal persons falling within the scope of the EU Treaties (this includes all economic operators established in the European Union) and to all natural and legal persons in a third country which has a special agreement with the Union in the field of public procurement on the conditions laid down in that agreement. The FRA is not part of the Agreement on Government Procurement (GPA) concluded within the World Trade Organisation. Therefore, FRA’s procurement procedures are not open to tenderers from GPA countries.
