To support this endeavour, FRA intends to conclude a low value contract to gather and analyse online data – using an existing online data collection tool to be suggested by the candidate – related to manifestations of hate online.
The contractor will be requested to collect and analyse online content on hate speech, harassment and incitement to violence targeted at women and at least two ethnic and/or minority groups, which are covered in FRA’s surveys. The data collection should cover at least four EU languages, including two widely spoken (e.g. German, Spanish, Italian, English) and two less widely spoken languages over a period of six months. The candidates will propose the ethnic/minority groups for the online data collection, which should correspond to groups covered in FRA’s surveys, as well as the selected languages in their offer. Results should be presented to FRA in brief analytical reports and machine-readable tables of aggregated data.
Candidates will be requested to propose in their technical offer an existing online data collection tool that allows to search very large online social media platforms, among those designated as such by the Digital Services Act (DSA) which they will use during the implementation of the contract. The tool proposed should collect data on online discourse and online hate on very large online social media platforms in multiple EU languages, allowing for quantitative analysis. The tool should comply with EU data protection regulations. The duration of the contract will be ten months.
The contractor shall propose one or more experts meeting at least the minimum selection criteria below:
The expert team members should meet the following profiles (both profiles 1 and 2 can be covered by one expert) – which will be assessed based on the information provided in the CV:

No documents proving the fulfilment of these criteria are requested at this stage. Participation in this negotiated procedure for a low value contract is open to natural and legal persons falling within the scope of the EU Treaties (this includes all economic operators established in the European Union) and to all natural and legal persons established in a third country which has a special agreement with the Union in the field of public procurement on the conditions laid down in that agreement. FRA is not part of the Agreement on Government Procurement (GPA) concluded within the World Trade Organisation. Therefore, the procurement procedure is not open to candidates from GPA countries.
