FRA launches this negotiated procedure with the objective to conclude a direct contract for the provision of catering (banqueting) services at its premises at Schwarzenbergplatz 11, 1040 Vienna.

FRA plans to organize eight meetings/events until the end of the year with an estimated number of participants between 15-70 persons per meeting/event. Candidates invited to the negotiated procedure will be provided with a more detailed description of the eight meetings in the Technical Specifications.

The contractor will be requested to provide the following services for each of the meetings/events:
a) Catering: Provision of food and beverages for catering purposes such as welcome coffees, coffee breaks, lunches.
b) Staff: Provision of related human resources for the set-up, serving and dismantling of the catering stations.
c) Equipment and delivery: Provisions of related catering equipment (cutleries, tablecloth, etc.), delivery and collection.

If the Agency needs to organise other meetings/events in addition to those mentioned above, it may use the negotiated procedure under point 11.1.e of Annex 1 to Regulation (EU, Euratom) 2018/1046 of the European Parliament and of the Council of 18 July 2018 on the financial rules applicable to the general budget of the Union to procure the new services from the contractor up to a maximum of 50 % of the initial contract value. These services will consist in the repetition of similar services (similar meetings/events) to those described in the Technical Specifications and will be awarded under the following conditions: same award conditions as for the initial contract.

Selection criteria

Candidates will be required to provide evidence that they possess the minimum technical and professional capacity to perform the contract.

Technical and professional capacity

Candidates (in case of a joint tender the combined capacity of all members of the group and identified subcontractors) must prove experience in the field of catering services, demonstrated by having completed at least 2 similar (in scope and complexity) projects in the last three years preceding the tender submission deadline.

No documents proving the fulfilment of these criteria are requested at this stage.

Participation in this negotiated procedure for a middle value contract is open to natural and legal persons falling within the scope of the EU Treaties (this includes all economic operators established in the European Union) and to all natural and legal persons established in a third country which has a special agreement with the Union in the field of public procurement on the conditions laid down in that agreement. FRA is not part of the Agreement on Government Procurement (GPA) concluded within the World Trade Organisation. Therefore, the procurement procedure is not open to candidates from GPA countries.
