The objective of the contract is to update and further develop the 2020 edition of the Handbook on European law relating to asylum, borders and immigration published by FRA and the European Court of Human Rights. This update must include a review of the whole text of the handbook, including its annexes in five language versions.
The contractor is expected to provide a legally sound and scientifically robust analysis of the legislative EU law developments since July 2020 covering the matters of the handbook as well as of relevant case law from the Court of Justice of the European Union, the European Court of Human Rights and the European Committee of Social Rights. Based on such analysis the contractor will revise the current text of the handbook to bring it up to date. The revision must reflect the law as it stands and case law must be presented in a neutral manner.
The contractor will be requested to work on five EU languages, namely English, French, German, Greek, and Italian. This means that the contractor will have to bring all these five language versions of the handbook up to date using consistent and accurate legal terminology across all language versions.

In addition, during contract implementation, the contractor will be requested to present a team of lawyers to ensure the update of the handbook in French, German, Greek and Italian.
No documents proving the fulfilment of these criteria are requested at this stage. Participation in this negotiated procedure for a middle value contract is open to natural and legal persons falling within the scope of the EU Treaties (this includes all economic operators established in the European Union) and to all natural and legal persons established in a third country which has a special agreement with the Union in the field of public procurement on the conditions laid down in that agreement. FRA is not part of the Agreement on Government Procurement (GPA) concluded within the World Trade Organisation. Therefore, the procurement procedure is not open to candidates from GPA countries.
