Member States discuss human rights impact assessments in the Council

On 20 April, FRA will contribute to a discussion in the Council Working Party on Fundamental Rights, Citizens’ Rights and Free Movement of Persons (FREMP), dedicated to ‘Strengthening Human Rights Impact Assessments (HRIA) in law making at EU and national level’.

Representatives from the European Commission, FRA and the European Network of National Human Rights Institutions (ENNHRI) will contribute to the discussion. 

Member States delegates will exchange experiences, challenges and practical ways to strengthen assessments. 

They are key tools for ensuring that laws comply with the EU Charter of Fundamental Rights. They help policymakers anticipate how legislation affects people in practice, identify risks early, and ensure that any limitations on fundamental rights meet the requirements of legality, necessity and proportionality. 

The agency will present the main findings of its recent report on Human rights impact assessments in lawmaking.
