The translation was made possible thanks to the German Society for International Cooperation (Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH), under the project ‘Promoting Ukraine’s rapprochement with the EU in the area of the rule of law – 3*E4U’, commissioned by Germany’s Foreign Affairs Ministry.
Ukraine has applied to participate in the work of the Agency as an observer. This initiative forms part of the Agency’s broader activities aiming to assist Ukraine with its gradual alignment to EU fundamental rights law. The Charter holds particular significance in the necessary EU Candidate Country’s legal reform and accession processes.
The initiative of the translation of the handbook was inspired in October 2025, following a visit by a delegation of judges from the Constitutional Court and the Supreme Court of Ukraine to FRA. At this meeting, experts offered valuable advice on the practical application of the Charter and its relevance for constitutional jurisprudence.
The handbook will be made available to all professionals and other interested Ukrainian readers.
