Pilot Youth Advisory Panel

Systematic and structured input from young people contributes to meaningful youth participation in democratic processes. FRA is launching a Youth Advisory Panel to empower young voices to play a role in promoting fundamental rights in the EU by advising FRA’s Director on key priorities. This initiative ensures meaningful, inclusive youth participation and aligns with the EU Youth Strategy 2019–2027.

What?

The Pilot Youth Advisory Panel (Pilot Panel), launching in 2025, will include seven young people (aged 18–25) with experience in civil society organisations or youth advocacy. They will advise FRA’s Director on future (strategic) priorities, as well as planned and ongoing activities. This pilot group will test and refine the structures and procedures for the Youth Advisory Panel planned to be launched as a permanent initiative in 2027.

Why?

FRA is committed to amplifying the voices of young people across Europe. Therefore, the FRA Director decided to establish a pilot Youth Advisory Panel to ensure that a youth perspective is reflected in the Agency’s work. The pilot Panel will help ensure that FRA’s planning, work and other activities reflect the perspective of young people. In turn, the pilot Panel will offer its members the chance to acquire new and valuable knowledge and skills in the area of fundamental rights.

How?

The applications will be open from 8 January to 9 February 2025 for young people aged 18 to 25 years (born in 1999 to 2006) with experience in civil society work and/or youth advocacy. You can find more information on how to apply and the eligibility criteria in the Terms of Reference. Once the Panel is established, its members will meet in-person at the Agency to develop its procedures and working methods. The Pilot Panel will thereafter advise the FRA Director on strategic priorities, planned projects for 2026–2027, and ad-hoc activities, while taking a leading role in organising and participating in intergenerational dialogues. The Pilot Panel may propose additional initiatives, with FRA providing feedback and engaging in discussions on follow-up actions.

The application form will be accessible as of 8 January 2025.
