Victim support services in the EU: an overview and assessment of victims’ rights in practice
The European Union (EU) and its Member States have undertaken many legislative and non-legislative initiatives in recent years to improve the situation of victims of crime, while work to promote the rights of victims is still ongoing. Some of the key concerns in the field include the role of the victim in criminal proceedings and facilitating access to criminal justice systems: in other words, ensuring that victims are recognised as persons with rights. These rights should be respected and safeguarded by the criminal justice system.

In diesem Bericht der Agentur der Europäischen Union für Grundrechte (FRA) wird untersucht, mit welchen Verfahren in Diskriminierungsfällen Rechtsmittel geltend gemacht werden können. Er enthält eine detaillierte Analyse dessen, was die mit Diskriminierungsfällen befassten Stellen in den EU-Mitgliedstaaten tun, um mögliche Diskriminierungsopfer zu unterstützen und ihnen Rechtsschutz zu bieten.

Access to justice in cases of discrimination in the EU – Steps to further equality
The principle of non-discrimination is firmly established in European Union (EU) legislation and includes provisions relating to access to justice. This report examines the process of seeking redress in cases of discrimination. It provides a detailed analysis of what the EU Member State bodies that deal with cases of discrimination do to support possible victims of discrimination and to offer them redress. It examines the factors obstructing effective remedies, such as the complexity of the complaints system, which discourage people from bringing cases and reinforce victims’ feelings of helplessness

Le présent rapport fournit une analyse détaillée de l’action des organismes des États membres de l’UE compétents en matière de discrimination pour soutenir les éventuelles victimes de discrimination et leur apporter réparation. Il analyse les obstacles à un recours effectif, tels que la complexité des systèmes de plainte, qui dissuadent les personnes de saisir le tribunal et renforcent le sentiment d’impuissance des victimes.

Hate crime in the European Union
Despite EU Member States’ efforts to combat discrimination and intolerance, including hate crime, there are indications that the situation is not improving. Hasskriminalität in der Europäischen Union sichtbar machen: die Rechte der Opfer anerkennen
Ungeachtet intensiver Bemühungen der Mitgliedstaaten der Europäischen Union (EU) ist es bisher nicht gelungen, Diskriminierung und Intoleranz wirksam zu bekämpfen, wie die Forschungsarbeiten der FRA belegen. Durch Vorurteile motivierte Beschimpfungen, körperliche Angriffe und Morde treffen die europäische Gesellschaft in all ihrer Vielfalt – von sichtbaren Minderheiten bis hin zu Menschen mit Behinderungen. Dieser FRA-Bericht soll die EU und ihre Mitgliedstaaten dabei unterstützen, gegen diese Grundrechtsverletzungen vorzugehen. Zu diesem Zweck müssen Hassdelikte verstärkt sichtbar gemacht und die Täterinnen und Täter zur Rechenschaft gezogen werden.

Making hate crime visible in the European Union: acknowledging victims' rights
Discrimination and intolerance persist in the European Union (EU) despite the best efforts of Member States to root them out, FRA research shows. Verbal abuse, physical attacks and murders motivated by prejudice target EU society in all its diversity, from visible minorities to those with disabilities. This FRA report is designed to help the EU and its Member States to tackle these fundamental rights violations both by making them more visible and bringing perpetrators to account.

Mettre en évidence les crimes de haine dans l’Union européenne : reconnaître les droits des victimes
Les recherches de la FRA indiquent que la discrimination et l’intolérance persistent dans l’Union européenne (UE), malgré les meilleurs efforts déployés par des États membres pour les éradiquer. La violence verbale, les agressions physiques et les meurtres motivés par les préjugés atteignent la société européenne dans toute sa diversité, des minorités visibles aux personnes handicapées. EU-MIDIS Daten kurz gefasst 6 : Minderheiten als Opfer von Straftaten
Der EU-MIDIS "Daten kurz gefasst - 6" legt Daten über die Erfahrungen der Befragten mit krimineller Viktimisierung im Zusammenhang mit fünf unterschiedlichen Arten von Straftaten vor: Diebstahl eines Fahrzeugs oder von Objekten aus einem Fahrzeug, Einbruchdiebstahl oder versuchter Einbruchdiebstahl, Diebstahl persönlichen Eigentums ohne Gewaltanwendung oder Bedrohung, Angriffe oder Bedrohungen, schwere Belästigung. Die Erhebung der Europäischen Union zu Minderheiten und Diskriminierung (European Union Minorities and Discrimination Survey, EU-MIDIS) ist die erste EU-weite Erhebung, in 23 500 ZuwanderInnen und Angehörige ethnischer Minderheiten über ihre Erfahrungen mit Diskriminierung und krimineller Viktimisierung im Alltag befragt wurden.
