Promotion of FRA’s tools and material on the EU Charter of Fundamental Rights in selected countries
What?
The objective of this project is the promotion of the awareness of FRA Charter tools in the respective national languages amongst legal practitioners, so that these tools are used in legal training and legal practice by national legal practitioners which in turn will contribute to increasing the understanding and application of the Charter.
Why?
The European Commission noted in the EU Strategy to strengthen the application of the Charter of Fundamental Rights of the EU (2020) and in the 2025 mid-term review of the strategy that knowledge on the Charter among national justice practitioners remains low.
To enhance the knowledge and application of the Charter among legal practitioners, the Agency developed several materials and online tools, mostly available in all EU languages. However, the 2025 survey results of the European Commission, collecting information on the use of FRA Charter tools by justice practitioners, indicate that these tools are not sufficiently known and used.
How?
With the operational assistance of its FRANET partners the Agency plans a set of activities to directly engage with, in particular, national judicial and public administration training institutions to promote the EU Charter tools.
The project concerns currently seventeen Member States: Bulgaria, Croatia, Czechia, Cyprus, France, Germany, Greece, Hungary, Italy, Latvia, Lithuania, Malta, Portugal, Poland, Romania, Slovakia, and Slovenia.
This project consists of three main activities:
- Developing an action plan for the promotion of the FRA Charter tools aiming at increasing the Charter’s application;
- Promoting the Agency’s Charter tools at national level through the organisation of meetings and one pilot training, and
- Reporting on experiences and options for future engagement.
