The trainers’ manual will offer a uniformed and basic training for labour inspectors on the protective elements of the Employer Sanctions Directive (hereinafter, ESD) and the Seasonal Workers Directive (hereinafter, SWD) and, where relevant, the Single Permit Directive (SPD), but also on the key labour rights of other categories of migrant workers at heightened risk of exploitation. The training manual will be of generic nature, flexible to reflect the different national contexts, notwithstanding the different mandates of labour inspectors in different EU Member States. It will indicate which information and support labour inspectors could give to workers.
The contractor must propose at least one key expert who meets the below criteria:

Participation in this negotiated procedure for a low value contract is open to natural and legal persons falling within the scope of the EU Treaties (this includes all economic operators established in the European Union) and to all natural and legal persons established in a third country which has a special agreement with the Union in the field of public procurement on the conditions laid down in that agreement. FRA is not part of the Agreement on Government Procurement (GPA) concluded within the World Trade Organisation. Therefore, the procurement procedure is not open to candidates from GPA countries.
