Grundrechte-Bericht 2016 - FRA Stellungnahmen
Im Jahr 2015 haben die Europäische Union (EU) und ihre Mitgliedstaaten
zahlreiche Maßnahmen für die Wahrung und Stärkung der Grundrechte
ergriffen und durchgeführt. Der von der FRA vorgelegte Grundrechte-
Bericht 2016 bietet eine Zusammenfassung und Analyse der wichtigsten

Compendium of practices for combating hate crime
The Compendium of practices is the key output of the Working party on improving reporting and recording of hate crime in the EU. It collates practices for combating hate crime from across the EU, with a step-by-step description of the practice broken down by country and category. The aim of the compendium is to help policymakers and practitioners such as law enforcement officers understand what is being done elsewhere in the EU to combat hate crime, and which elements could be adapted for use in their own national contexts.

Ensuring justice for hate crime victims: professional perspectives
Hate crime is the most severe expression of discrimination, and a core fundamental rights abuse. Various initiatives target such crime, but most hate crime across the EU remains unreported and unprosecuted, leaving victims without redress. To counter this trend, it is essential for Member States to improve access to justice for victims. Drawing on interviews with representatives from criminal courts, public prosecutors’ offices, the police, and NGOs involved in supporting hate crime victims, this report sheds light on the diverse hurdles that impede victims’ access to justice and the proper recording of hate crime.
