Fundamental rights of older people: ensuring access to public services in digital societies
Europe’s ageing population is ever-increasing, and our societies are becoming more digitalised. Many public services are now available online, with many more services in the process of being digitalised. But the digitalisation of public services poses a risk of exclusion for older persons. In this new report, FRA explores the impact of digitalisation on the fundamental rights of older persons. The report maps the current legislation, policies and practices fostering digital inclusion. It provides an overview of the laws at the national level that provide for equal access to public services, both online and offline. The findings show how Member States safeguard older person’s rights to access services undergoing digitalisation. It outlines how Member States can support digital skills and ensure older people can fully participate in public life.

Handbook on European law relating to the rights of the child - 2022 edition
Children are full-fledged holders of rights. They are beneficiaries of all human and fundamental rights and subjects of special regulations, given their specific characteristics. This handbook aims to illustrate how European law and case law accommodate the specific interests and needs of children. It also considers the importance of parents and guardians or other legal representatives and makes reference, where appropriate, to situations in which rights and responsibilities are most prominently vested in children’s carers. It is a point of reference on both European Union (EU) and Council of Europe (CoE) law related to these subjects, explaining how each issue is regulated under EU law, including the Charter of Fundamental Rights of the European Union, as well as under the European Convention on Human Rights, the European Social Charter and other CoE instruments.

Mapping minimum age requirements: Children's rights and justice
The right to access justice and all other relevant procedural rights are not just rights in themselves; they also protect against violations of every other right. Respect for children’s rights in the area of justice is therefore essential. International treaties, the Charter of Fundamental Rights of the European Union, European Union (EU) secondary law, and national legislation provide a number of relevant rights.

They are also denied access to basic services, such as health care and education, and endure stigma and discrimination, as well as sexual, physical and psychological violence. This summary report outlines relevant international and European standards and reviews national legislation and policies addressing violence against children with disabilities. The summary also explores the extent and different causes, settings and forms of such violence, and presents measures and initiatives to prevent it.

Children with disabilities face significant barriers to enjoying their fundamental rights. They are often excluded from society, sometimes living in facilities far from their families. They are also denied access to basic services, such as health care and education, and endure stigma and discrimination, as well as sexual, physical and psychological violence. FRA scrutinised the important but underreported issue of violence against children with disabilities, carrying out desk research and conducting interviews with knowledgeable stakeholders. This report presents the results of that research.

Each year, an estimated 2.5 million children go through legal procedures. Two-thirds of children do not receive adequate information during proceedings. Their understanding of their rights and procedures is rarely checked. The behaviour of legal professionals affects to what degree children feel safe and comfortable. Guardianship systems for children deprived of parental care in the European Union
This report explores the key features of guardianship systems put in place to cater for the needs of all children in need of protection, including child victims and those at risk of becoming victims of trafficking in human beings or of other forms of exploitation. The research covers four specific areas, namely the type of guardianship systems in place, the profile of appointed guardians, the appointment procedures, and the tasks of the guardians.

Fundamental rights: challenges and achievements in 2014 - Annual report
European Union (EU) Member States and institutions introduced a number of legal and policy measures in 2014 to safeguard fundamental rights in the EU. Notwithstanding these efforts, a great deal remains to be done, and it can be seen that the situation in some areas is alarming: the number of migrants rescued or apprehended at sea as they were trying to reach Europe’s borders quadrupled over 2013; more than a quarter of children in the EU are at risk of poverty or social exclusion; and an increasing number of political parties use xenophobic and anti-immigrant rhetoric in their campaigns, potentially increasing some people’s vulnerability to becoming victims of crime or hate crime.

Rights of the Child
Europe and the world celebrated the 25th anniversary of the adoption of the Convention on the Rights of the Child in 2014. Despite considerable progress in those 25 years, some old challenges remain and new ones have arisen. The latest data show that 27.6 % of children in Europe – more than 26 million – are at risk of poverty or social exclusion. Many families with children have difficulties paying for their rent or mortgage, heating, school materials and even food. The legal protection of child victims of violence or sexual abuse and children without parental care was significantly reinforced and relevant policies were developed.

Roma integration
EU Member States continued their efforts to improve Roma integration by implementing their national Roma integration strategies following the Council Recommendation of December 2013 on effective Roma integration measures. FRA supports these efforts by regularly collecting data and working with the Member States to develop monitoring methods that allow for efficient reporting on the situation of Roma in the Member States over time.

Focus - Mainstreaming fundamental rights: turning words into action
To strengthen the European Union’s evidence base on fundamental rights helps to identify how these rights are respected and promoted, not only ‘on paper’ but ‘on the ground’. Fundamental rights are part of the founding values of the European Union (EU) that are minimum standards to which the EU’s institutions and Member States are held accountable and which they should respect and promote. Mainstreaming fundamental rights can help turning words into action, especially if linked to relevant indicators.
