Instituțiile naționale pentru apărarea drepturilor omului (INDO) reprezintă o parte vitală a sistemului de protecție a drepturilor omului existent la nivelul unei țări. Prin eforturile lor de sensibilizare, consiliere, monitorizare și responsabilizare a autorităților, aceste instituții au un rol central în depășirea marilor provocări legate de drepturile omului din zilele noastre, abordând atât preocupări persistente, precum cele referitoare la discriminare și inegalitate, cât și chestiuni noi, cum ar fi implicațiile inteligenței artificiale și ale pandemiei de COVID-19 asupra acestor drepturi.

Silné a efektívne národné inštitúcie pre ľudské práva výzvy, sľubné postupy a príležitosti - Zhrnutie
Národné inštitúcie pre ľudské práva (NHRI) sú nevyhnutnou súčasťou systému ochrany ľudských práv na vnútroštátnej úrovni. Zvyšovaním informovanosti, poskytovaním poradenstva, monitorovaním a vyvodzovaním zodpovednosti voči príslušným orgánom zohrávajú kľúčovú úlohu zvládaní súčasných veľkých výziev v oblasti ľudských práv. Zaoberajú sa pretrvávajúcimi problémami, ako je diskriminácia či nerovnosť, ako aj novými otázkami, napríklad vplyvom umelej inteligencie a pandémie COVID-19 na práva.

Nacionalne institucije za človekove pravice (NHRI) so ključnega pomena za varstvo človekovih pravic na državni ravni. Z ozaveščanjem, svetovanjem, spremljanjem in zagotavljanjem odgovornosti oblasti imajo osrednjo vlogo pri premagovanju velikih sodobnih izzivov na področju človekovih pravic, saj rešujejo zakoreninjene probleme, kot sta diskriminacija in neenakost, ter novejše težave, kot so posledice umetne inteligence ter pandemije covida-19 za človekove pravice.

Genom att bidra till en ökad medvetenhet, och genom att ge råd, övervaka och ställa myndigheter till svars, spelar de en central roll i hanteringen av vår tids stora människorättsutmaningar. De arbetar både med ständigt aktuella problem som diskriminering och ojämlikhet och med nya frågor som hur våra rättigheter påverkas av artificiell intelligens eller covid-19-pandemin.

December 2020 update - NGO ships involved in search and rescue in the Mediterranean and legal proceedings against them
In 2020 (until 15 December), the International Organization for Migration estimated that about 1,054 people have died or gone missing while crossing the Mediterranean Sea to reach Europe to escape war or persecution or to pursue a better life. This is an average of almost three people per day. In the past years, a significant number of migrants in distress at sea have been rescued by civil society vessels deployed with a humanitarian mandate to reduce fatalities and bring rescued migrants to safety. Since 2018, however, national authorities initiated some 50 administrative and criminal proceedings against crew members or vessels, also seizing the latter. In some cases, rescue vessels were blocked in harbours due to flag issues or the inability to meet maritime safety-related and other technical requirements.

la Cour européenne des droits de l’homme qui porte, en particulier, sur les articles 3, 5, 8 et
13 de la CEDH. La Cour de justice de l’Union européenne (CJUE) est également de plus en
plus souvent appelée à se prononcer sur l’interprétation des dispositions de la législation de
l’UE en la matière. La troisième édition du présent manuel, mise à jour jusqu’en juillet 2020,
expose de manière accessible cette législation et la jurisprudence des deux cours européennes
dans ce domaine.

The European Convention on Human Rights and European Union law provide an increasingly important framework for the protection of the rights of foreigners. European Union legislation relating to asylum, borders and immigration is developing fast. There is an impressive body of case law by the European Court of Human Rights relating in particular to Articles 3, 5, 8 and 13 of the ECHR. The Court of Justice of the European Union is increasingly asked to pronounce on the interpretation of European Union law provisions in this field. Europska konvencija o ljudskim pravima i pravo Europske unije čine sve važniji okvir za zaštitu prava stranaca. Zakonodavstvo Europske unije u području azila, granica i imigracije brzo se razvija. Dostupna je opsežna sudska praksa Europskog suda za ljudska prava koja se konkretno odnosi na članke 3., 5., 8. i 13. EKLJP‑a. Od Suda Europske unije sve se češće traži da donosi odluke o tumačenju odredaba prava Europske unije u tom području. U trećem izdanju ovog priručnika, koji je ažuriran u skladu s informacijama dostupnima do srpnja 2020., na pristupačan su način predstavljeni zakonodavstvo Europske unije i sudska praksa navedenih dvaju europskih sudova. Az emberi jogok európai egyezménye és az európai uniós jog egyre fontosabb keretet biztosít a külföldiek jogainak védelméhez. A menekültügyre, a határokra és a bevándorlásra vonatkozó európai uniós joganyag gyorsan fejlődik. Az Emberi Jogok Európai Bíróságának tekintélyes esetjogi korpusza alakult ki, különösen az EJEE 3., 5., 8. és 13. cikkével kapcsolatban. Az Európai Unió Bíróságát egyre gyakrabban kérik fel, hogy nyilatkozzon az Európai Unió e területre vonatkozó jogi rendelkezéseinek értelmezéséről. E kézikönyv 2020 júliusáig aktualizált harmadik kiadása hozzáférhető módon mutatja be ezeket az európai uniós jogszabályokat, valamint a két európai bíróság ítélkezési gyakorlatát. Europejski Trybunał Praw Człowieka posiada imponujący dorobek orzeczniczy odnoszący się w szczególności do art. 3, 5, 8 i 13 EKPC. Trybunał Sprawiedliwości Unii Europejskiej coraz częściej otrzymuje wnioski o wypowiedzenie się w sprawie wykładni przepisów prawa Unii Europejskiej w tej dziedzinie. Trzecie wydanie niniejszego podręcznika, uaktualnione do lipca 2020 r., w przystępny sposób przedstawia prawodawstwo Unii Europejskiej oraz dorobek orzeczniczy obu trybunałów europejskich. Priročnik o evropski zakonodaji v zvezi z azilom, mejami in priseljevanjem - Izdaja 2020
Z Evropsko konvencijo o človekovih pravicah in pravom Evropske unije se zagotavlja vse pomembnejši okvir za varstvo pravic tujcev. Zakonodaja Evropske unije v zvezi z azilom, mejami in priseljevanjem se hitro razvija. Obsežna sodna praksa Evropskega sodišča za človekove pravice se nanaša zlasti na člene 3, 5, 8 in 13 EKČP. Sodišče Evropske unije je vse pogosteje pozvano, naj se izreče o razlagi določb prava EU na tem področju. V tretji izdaji tega priročnika, ki je bila posodobljena do konca julija 2020, sta zakonodaja Evropske unije in sodna praksa obeh evropskih sodišč predstavljeni na dostopen način. Priročnik je namenjen delavcem v pravni stroki, sodnikom, tožilcem, uradnikom za priseljevanje in nevladnim organizacijam v državah članicah EU in Sveta Evrope.
