Fundamental Rights Report 2024

FRA’s Fundamental Rights Report 2024 analyses the year’s developments in fundamental rights. It focuses on the most pressing fundamental rights concerns facing Europe in 2023: the cost-of-living crisis, rights concerns at the EU’s external borders and migration, and threats to democracy. Re-structured, this year’s new approach is a shorter and sharper analysis. It also presents FRA’s opinions on these developments, including a summary of the evidence supporting these opinions.
Overview

2023 was a year marked by crises, and one which harmed fundamental rights and freedoms across the board. The report opens with a lead chapter touching on climate change and digitalisation as well as racism and other forms of intolerance. It looks towards the EU elections in 2024 and how to create a more inclusive future.

The remaining chapters analyse the developments in three key areas and the impact on fundamental rights. Chapter 1 discusses poverty amid the cost-of-living crisis. Chapter 2 looks at the impact of migration border controls on fundamental rights. Chapter 3 looks at protecting democracy and analyses the impact on freedoms of association, peaceful assembly and expression. The report concludes with an analysis of how the EU Charter of Fundamental Rights could be even more effective in practice.

The report also contains FRA opinions, setting out actions to take towards building a more inclusive Europe. The report covers all 27 EU Member States as well as the Republic of Albania, the Republic of North Macedonia and the Republic of Serbia. A summary of the key findings and FRA opinions is also available in all EU languages, plus Albanian, Macedonian and Serbian.
