    A legislação europeia antidiscriminação, constituída, em particular, pelas diretivas da UE em matéria
    de não discriminação, pelo artigo 14.o da Convenção Europeia dos Direitos do Homem e pelo
    Protocolo n.o 12 a esta convenção, proíbe a discriminação em diversos contextos e com base em
    diversos motivos. O presente manual examina a legislação europeia neste domínio, tal como
    decorre dessas duas fontes, remetendo indiferenciadamente para um ou outro destes sistemas
    jurídicos complementares nas situações em que os mesmos se sobrepõem, ou assinalando as
    diferenças onde estas existem.

    Seventeen years after adoption of EU laws that forbid discrimination, immigrants, descendants of immigrants, and minority ethnic groups continue to face widespread discrimination across the EU and in all areas of life – most often when seeking employment. For many, discrimination is a recurring experience. This is just one of the findings of FRA’s second European Union Minorities and Discrimination Survey (EU-MIDIS II), which collected information from over 25,500 respondents with different ethnic minority and immigrant backgrounds across all 28 EU Member States.

    Tendo em conta que aproximadamente 80% dos ciganos inquiridos vivem abaixo do limiar de risco de pobreza do seu país,
    que um em cada três ciganos vive numa habitação sem água canalizada, que um em cada três ciganos pertence a uma família
    em que alguém se deitou com fome pelo menos uma vez no mês anterior e que as crianças ciganas ficam aquém dos seus
    colegas não ciganos em todos os indicadores educativos, este relatório chama a atenção para uma realidade inquietante mas
    incontornável: a maior minoria étnica da União Europeia continua a enfrentar discriminação e um acesso desigual a serviços vitais.
