La pandémie de COVID-19 menace gravement et profondément la santé de l’humanité. Les gouvernements prennent des mesures d’urgence afin d’endiguer sa propagation, de sauvegarder la santé publique et de fournir des soins médicaux aux personnes qui en ont besoin. Ils agissent pour défendre les droits de l’homme que sont la santé et la vie elle-même. Ces mesures limitent inévitablement nos droits fondamentaux et humains à un point rarement atteint en temps de paix. Il importe donc de veiller à ce que ces limitations soient cohérentes avec nos garanties juridiques et que leurs répercussions sur certains groupes soient prises en compte de manière adéquate.
